Cannot Locate Internet Server Or Proxy Server Excel For Mac 2011

Hi,
I'm hoping someone can help solve this riddle for me. I'm getting the following message in Excel after testing a hyperlink I embedded:
'Cannot Locate The Internet Server or Proxy Server'
I've created hyperlinks before without this issue while using the same Excel version and Macbook.
Facts:
Excel 2008
MacBook Pro 2012 10.13.6 (updated)
The URL works fine when pasted into chrome. (this is the link )
Google Chrome is my default on this computer. Has been since I got it.
I don't have a firewall up. I even went in to check, and I turned it on, at which point it asked me about Excel and I 'allowed' it. When back to test the link again. Still didn't work. I turned the firewall back off.
I do have adblockers on chrome.
Is it not working because my Excel is just too old?
